Humanistic care and aid towards sustainable development
在此趨勢下，英國及歐盟已將社會責任實踐列入大學發展及評核指標，我國教育部也自107 年連結「高教深耕計畫」，推行第一期（107-108 年）「大學社會責任實踐（University Social Responsibility, USR）計畫」，串連114 間大專校院共220 個計畫投入地方場域，期能激發大學師生對在地及當代公共議題的熱忱與創意，與地方居民及企業協力推動社區及產業發展。同時，教育部也成立「大學社會責任推動中心」，協助USR 計畫之執行與成果推廣，以落實USR 政策目標。
在第一期USR 計畫的策動下，已有許多大專校院積極深耕在地場域，對焦在地關懷、產業鏈結、永續環境、食品安全與長期照護，以及其他重要社會實踐面向，如青銀共創、社會設計、文化傳承等議題。在執行計畫過程中，USR 實踐團隊充分揮專業知識及創意活力，成功扮演起地方智庫的角色，甚至成為地方社區及產業發展的重要推手。
立基於第一期USR 計畫的執行成果，未來USR 計畫更將擴大執行面向，全面納入聯合國永續發展目標(Sustainable Development Goals, SDGs) 等國際重要社會責任實踐課題，相信將能持續提升大學生對公共議題的認識，帶動大學師生對自身所處人文社經環境的關懷與熱忱。而USR 計畫也將致力提供學以致用的專業練兵場域；在計畫場域「做中學」的實踐過程中，激發學生創意與專業熱忱，培養學生解決問題的能力，並為地方社區與產業培養符合實際發展需求的人才；繼而為台灣的永續發展、環境保護、社會正義及經濟發展做出更多貢獻。
As knowledge communities, vast public resources and experts have been converged toward universities. Therefore, academics could conduct cutting-edge research and carry out the duty to nurture new talents for industries. However, there has been tendency among the public that requires academics and students taking on more responsibilities to make contribution to the society. Closing the gap between knowledge learned in class and skills needed for work became the core issue for universities. Specifically, scholars are encouraged to step out the ivory tower so as to assist industries in tackling the problems and challenges that they are facing.
Moreover, students are expected to utilize their knowledge and skills to make more contribution to the society. In response to public expectations, the United Kingdom and the European Union have taken social responsibility as an important indicator of evaluating the university development and performance. As for Taiwan, in order to encourage scholars and students to share their enthusiasm and creativity in the development of local community and industries, the Ministry of Education (MOE) has initiated the University Social Responsibility (USR) program under the “Higher Education Support Project” in 2018. The first phase(2018-2019) of USR program supports 220 project teams from 114 universities. Simultaneously, the MOE has established the Center for University Social Responsibility to assist universities in practicing USR so as to achieve policy goals of the USR program.
So far, with support of the USR program, universities actively collaborate with local community and enterprise to enact social responsibility, particularly with respect to the fields of local action and connection, advancing local industries, sustainable environment, food safety and long-term care, and issues concerning other social practices, such as social design, cultural heritage, intergenerational co-creation and so on. By utilizing their specialties and creativity, some project teams have even played a role of local think tank that serve as engines of regional revitalization and industrial development.
Based on the fruitful achievements of the first phase of the USR program, we plan to further dovetail our USR policy goals with the Sustainable Development Goals (SDGs) while put the second phase (2020-2022) of the USR program into practice in 2020. By doing so, we aim to expand students’ knowledge on social responsibility and further facilitate them to share their enthusiasm and creativity in enacting USR. We further hope to keep stimulating student’s creativity and training their capability in problem-solving so as to nurture new talents for the development of communities and local industries. Finally, we believe that the USR project will lead universities to contribute to economic development, environmental protection, social justice and sustainable development in Taiwan.
On the whole, the USR program is a program that combines teaching innovation with social practice to improve academic gaps; it is also a university to help solve Taiwan ’s socioeconomic development problems, thereby promoting student local identification and local entrepreneurship; more It is a plan that connects the earth to the future and also the international, and contributes to global sustainable development. The University Social Responsibility Promotion Center of the Ministry of Education will work with universities and the USR plan implementation team to implement the USR goals and benefits from consulting and collaboration, fostering exchanges, results evaluation, model diffusion, resource pooling, international exchanges, and information sharing.
