As the only university in Xindian, the Jinwen University of Science and Technology has encouraged, under the goal of school management, our faculties and students to walk into the community, actively participate in all kinds of festivals and engage in community services in Xindian in the past few years.Based on the vision of “sustainable environment, smart innovation, humane care and industrial restructuring” together with the aim to improve the “environment, economy, education, culture and industry” in the greater Xindian area, the USR project requires that our faculties lead students to build up cross-institution, cross-college, and cross-disciplinary teams to walk into the community, so as to discover local issues, increase students’ identification and loyalty and affection towards the region. Combining the resources from local government and industries, the USR project aims to jointly promote the development of local settlements and the cultural heritage of the community.
Taking “walking into and exploring the community” and “protecting the river basin” as two core methods of execution and aiming to fulfill the six goals of “seeing Xindian, walking into Xindian, experiencing Xindian, protecting Xindian, marketing Xindian, and falling in love with Xindian,” this project selected Ankeng as a practice field in which we plan to work with Xindian District Office and Hsintien ChungKuang Community College to carry out a series of activities, such as interviewing local experts to understand the local status, organizing lots of lectures, workshops, and micro-credit courses and inviting our faculties and students to participate in the walk studying and basin protection initiatives, so that they will know about the human history, ecological environment, community development, water resources of the localities. It is also hoped to cultivate students' practical skills and identification and loyalty and affection towards the Xindian community.

More than 80% of the Xindian River basin is mountainous. Mountains and water are combined to form the ecological environment of Xindian River, which flows from south to north through Xindian, dividing the land into two sides. On the left shore is “Ankeng”, where the Jinwen University of Science and Technology is located. Although expansive, Ankeng has been rarely favored by tourism development because most of the commercial, administrative and transportation centers are concentrated in the Dapinglin area on the right shore. Under the collaboration with the Xindian District Office and the local community organizations, this project aims to explore and develop the tourism in Ankeng and other Xindian area by actively linking to the west with Bitan as the hub.
Aiming to increase students’ practical skills in dealing with community affairs and identification towards Xindian, we organize in this project a number of special lectures, workshops, eco-experience camps and other activities with local characteristics, so that the participating faculties and students and the public can understand the local characteristics and culture of Ankeng in Xindian. For example, “Spring Event”, a local arts and cultural exchange and experience course, was hosted to promote local arts and culture, allowing faculties, students and local residents to learn about the local art, history, hydrology and natural ecology of Xindian. Our faculties and students are required to personally walk into the community to help the local community create environmental greening and community beautification. We also intend to promote the local features with videos, manuals and foreign language learning apps.
In the past two years, our faculties and students have worked with the community to take stock by walking through many unique attractions of Xindian, including several stations of the Ankeng Light Rail, whose route starts from the most cheerful and bustling Shisizhang in the Xindian area and passes through the Xindian River to Ankeng and which will be completed in 2021.We hope that the Ankeng Light Rail and the scenic attractions along the route will be the focal points in the future development of the local area, and the inventory of this project will also be used to build up some unique sightseeing spots.
